Stone Cold Steve Austin. He's the only one to have won 2 rumbles in 2 consecutive years. He's the only one two win a total of 3 Royal Rumbles ('97, '98, '01.) He's had the most reigns as the WWE champion (6 times, tied with Hogan.) He along with the Rock were the posterboys of the Greatest Damn Wrestling Period Ever Period, the Attitude Era. So, given Austin's track record with the Royal Rumble and many other events, I'd be willing to put my money on him.
