Yes we do. It is 24 frames per second I believe. That is how subliminal messages are sent, they add a 25th frame in a second and our brain recognizes that it was there, but our eyes don't process it.

So say you are watching a movie and they show a 25th frame which is a bag of popcorn, then you will be subconsciously wanting popcorn.

If I'm not mistaken that is illegal though

This also explains why when you see a car driving by at a fast enough speed, it's wheels are seemingly rolling backwards. It's because at first it takes more than a second to make a rotation, then when it goes to 1 rotation per second, it seems to stop, and then later if it does more than a full rotation every second and our eyes only process it 24 times in that second, we see it sooner and sooner in its spin and thus it gives the illusion of it going backwards.

No they don't
i think they act more like mirrors, they reflect the image to your brain, (upside down) and then your brain flips it and hence your site!
