Try a department store, like Sears: They have a wide selection of dresses for under $40.00. Also, JC Penney has great semi-formal dresses, especially around this time of year, when people start shopping for proms and such. Even if the dress is not for a prom, you can still find a cute cocktail dress in the same section.

Macy's teen section.That where I and most of my friends get dresses for semi-formals and formals. Or Nordstroms is good 2. Junior section.
