Greenland? It's only inhabitable on the outer edges. The other far north countries have regions southern enough for more warmth. But most of Greenland is covered with glaciers.

As for Antarctica--it's not a country. It's too cold for permanent habitation by people. The only people who live there are scientists, who are supported by countries in warmer climes.

I originally misread this question as asking which country is the oldest; that is most likely Egypt.
