They don't use the shotgun because that isn't there style of offnese. When you look at the team, they aren't really built for teh shotgun. They have an inexperienced qb as well as an aging reciever. The shotgun is used in long yardage situations as well. It is hard to end up in a long yardage situation when you run as much as the bears do.
As for the free agency thing the only person I know of going on the FA is Olin Kreutz.

OMG..someone has finally ask this question

1st and foremost, Rex CAN handle the shotgun formation which is what made him a great QB in Florida. The problem is with Ron Turner, the offensive coordinator, who HATES the shotgun and no huddle offense. Go back to 1995 with Erik Kramer as the QB and Ron Turner the Offensive Coordinator, who had a great year, best year any Bears QB has had I believe. The Bears where 9-7 and missed the playoffs. During many of the close loses, people where asking the same thing about why no shotgun formation, why no huddle offense during some periods of the game..Same lame answer 'thats now how the offense is designed'. Rex needed it to get is rhythm of throwing.

Here is a list of QBs that use the no huddle, shotgun formation during games -

Peyton Manning - no huddle, shotgun formation QB
Trent Green - no huddle, shotgun formation QB
Brett Favre - no huddle, shotgun formation QB
Tom Brady - no huddle, shotgun formation QB
Drew Brees - no huddle, shotgun formation QB

All of the QB I just mentioned are today's greatest QB's...

I blame Ron Turner for his weak play calling AGAIN..I wished they never brought him back.

They don't use the shotgun because Rex can't handle the snap. I like him, but he needs more experience. Maybe in a couple of seasons his team will be able to use the shotgun.

most notable free agent is lance briggs. They tried to sign him to a contract extension at the beginning of the season but negotiations fell through. Sadly, we'll probably see him go to another team.

I agree with you. The shotgun would probably be great for Grossman. Unfortunately, he is probably not gonna b the QB next year for da bears.
