Normally the N would only be able to make 3 bonds and have a lone pair but in this case the lone pair breaks apart and the N has the ability to make 5 bonds so N would be the central element with the 4 hydrogens and the chlorine off of it. So it turns into a hybrid substance.

First put down N. Write three * on three sides of N, then write ** on the fourth side. Next, put an H on all four sides of N. Write o between each H and the N, alongside the * on three sides of N. You should now have *o on three sides of N. Leave the ** between the N and the H on the fourth side. Separately, put down Cl. write XX on three sides of Cl, put a (-) sign next to Cl, and on the fourth side of Cl put ox.
