A Mexican walking fish is the same breed of animal as a salamander, how ever it is missing a hormone called thyroxine which would normally make it take the final transformation into a salamander.
It's a bit like a tadpole that never quite makes into a frog.
Also a gold fish will grow to a size that matches it's surroundings. Put it in a big tank or pond and it will grow really big, keep it in a small tank and it will stay small.

duckofar is correct, take a goldfish out of water and he will fight for air for up to 3 minutes, hence the span of his memory that he needs to be in water to survive, I think.
