Yes as Cactus Jack. I never held the world title. He did hold the World Tag Team titles with Mikey Whipwreck and he cut a bunch of promos on WCW while in ECW.

um, yeah, as Cactus Jack. He feuded with Terry Funk and Tommy Dreamer. He had a funny storyline about wanting Dreamer to go to WCW and called bischoff Uncle Eric.
