i see your doing your homework kid. a dictionary would help alot scapegoat means the person you blame it on when you are really the blame its like saying the boogie man made me do it. you know what i mean like you did something wrong in school with your friends and your mom or dad goes ape and you say well all my friends are doing it so i dont get it why my parents are so upset the scapegoat in that case is your friends because you are blaming them for your behavior read the part in the book just before he gets blamed for everything and you will find your answer the key to reading a story for homework is to have a dictionary on hand for all the words you dont understand not only will it make you smarted but you will learn how the use the word in a sentence good luck kiddo

I don't remember Animal Farm that well, but a scapegoat is someone who is blamed for whatever goes wrong, even if it is not his fault.

Yes they are when in fact your assessment is quite accurate; although let us not forget that politicians get benefits for life for doing virtually nothing. They get paid more than the average citizen, and they lavish themselves with our tax dollars. I say we should place the blame where it belongs! On the Politicians both Republican and Democrat!
