the state has an obligation to care medically for its people if in America the experience lowers the life expectancy the the USA is doing it wrong. the most possible cause it America's system is a underfunded inferior system compared to the rest of the world, if you come up to western standards for your public health system you will see life expectancy rise.
the cause of thei this supposed decline are republicans and neo cons who have an ideological objection to modern Western political governance and keeps America back in the 1880s
