Contact the Small Business Administration and ask for an application to file for a joint venture. Then advertise for anyone will to join with you in a joint venture. Layout your plans and see if they are willing to go in with you. I suspect that you will need a lawyer eventually,so why not get one at the outset. You will be protected that way. If you try it yourself, you will have a fool for a client.

Just approach the leading marketers of the biscuits and just manufacture according to them on thier behalf, Very soon u will earn a lot. As Marketing own product would take a lot time and effort, it is advisable to join hands with leading brands as Parle/ Britania/Priya Gold/Anmol and other brands popular in ur area. All the marketers have tie ups with various manufacturers to fulfil the demand.

First find the webmasters or list owners that are got fit for your products, therefore their list is about the product you are selling more or less.
Then either contact them, or search for jv forums which have plently of jv partners.

This is a tricky one. I have found success by creating my own product and ask others to help.
If I were you... I would see if I could meet some of these top marketers and make relationships with them.
