I do , I only had this happen to me once.I was walking and an older woman was walking towards me,I said hi ,she shock her head no,this blew me away.I was a little hi shy for awhile ,but thought ,no way am I letting a mean nasty person control me. i say hi to every one ,including her ,every time I walk by her

yes, I also ask how they are doing and wait for a responce. How can you make new friends if you don't say hi to strangers.

If it's in a completely empty area or something, probably. I'd just say "hello, how are you?" etc.
