I wore a nice and pretty new dress with new shoes to my homecoming dance this year. Would it be okay to wear that same dress with the same shoes and accesories for the turnabout dance too. Homecoming was in October and turnabout is in March.

No. If people remember your dress (they most likely will) they're gonna think you're too cheap to buy a new one. It would be okay if it was for some other event like a wedding where the same people weren't looking at you though.
Just get a new one, besides, dress shopping is fun.

If you love the dress and it worked beautifully for you then by all means wear it again.
Where is the shindig? Keep in mind that March is in Spring and October is in the Fall, so if I were you, I would definitely wear different accessories and if you can afford it, some different shoes. People tend to buy clothing and accessories in the same color family, so you just might find that you have lots of other things in your closet that compliment your beautiful new dress.

As long as it is something you really like it would be fine. If you want to change the accessories a bit you could, but if it looks great and you love it why not wear it again?
