Am in love with my best friend and always believed he is too. Since 2 months he has not kept any contacts, should i send him a valentine greeting?

Better yet, just send him a message! You say he's your best friend, yet he hasn't even bothered to call you? That seems irresponsible as a friend :) Is there any particular reason why he's been keeping his distance? Has he moved somewhere or been busy? If it's just one of these two problems, he's probably been momentarily distracted by whatever's going on in his life. Shoot him an email-- impersonal, but it tells him that you care. The minute he gets your message, he'll remember that he has a friend who cares about him. Once you guys are back in contact, you can start to slowly move toward admitting how you feel about him. Maybe you should try giving him a call or an email or something. Sending him a Valentine is fine, but you want to make sure he's not already with someone.

maybe send him a friendly valentine to get his attention and contact back. i think if you send a "love-y" one, you might scare him off, or break any chance you could have. valentines day is the perfect opportunity...go for it!
