If nobody hovered then nobody would pee on the seat (you can't do it if you are sat on it unless you have the world's weirdest toilet parts) and if nobody peed on the seat the seat would be clean so there would be no need to hover.
How about learning to wee while standing upright - it's an easy trick to learn and in many parts of the world all women do it this way, the only reason we don't do it here is because in Western cultures we are falsely told that the vagina is dirty and smelly.

I paper paper paper paper paper and then I hover while my legs shake and I fear that I may fall into the loo. Then I stand there hovering for 2-3 mins before anything comes out because I am so concerned that I may fall in or that my shaking leg will splash!!! come in contact with the yellowish-brown pee or whatever it is running down the side of the loo and so most times I give up and just end the torture or I stand there for another 5 mins. so to solve the problem I just avoid public toilets.

I used to hover all of the time. Then I heard that hovering prevents your bladder from emptying out all of the way and I became worried that I wasn't maximizing my use of the loo! I like to put down a good covering of paper, lately. I dislike those flimsy seat-covers, though.

Hover, definitely. Otherwise stuff on the seat can still go through the paper.

I must have weak thigh muscles as it hurts to hover...I paper paper paper, i'm the one that uses all the roll and leaves none for the next person coming in ;-)

I sit down if its clean (dont tell my mother). a Nurse friend told me that u cant catch anything from toilets. If its not clean then I try and find a clean one of hover. I dont do the paper thing because the paper just slips off and its a waste of toilet roll.

Hovering over a loo?
Don't you realise that the bladder doesn't empty properly if you do that, giving you more of a chance to get infections?
If there's a bit of 'water' on the seat, i simply wipe it and then plonk my butt down.
End of story.
