Figure it's an 8 oz glass of water since "a small cup" isn't specific enough but it suffices...

It would depend on the temperature of the water. It wouldn't take too long, but it's not immediate only at 5 F. I'd figure an hour or two.

A small glass cup? Probably overnight. It will definitely have a coat of ice in the morning. Timing will depend upon the initial temperature of the water as to whether the entire cup will have frozen.
