Sounds like a fan belt slipping on a pulley. Check the belt for wear and tightness. If the belt is good, you might have an accessory that is going bad or a pully bearing in the throes of seizing. You can make the noise go away by rolling up the windows and turning up the radio...

sounds like your belt is slipping. cold weather can cause this as the belt is a rubber material and the rubber actually gets cold enough to almost freeze, in turn losing grip on the wheels that turn it, in turn making a squealing sound. almost like a baby pig being slaughtered over a bull horn.

some tire shine spray (liquid), some WD40 sprayed on the belt while running can help cure this. but go ahead and check the belt to make sure its not worn. when not running, grab the belt and twist it to see the back side in a few spots...if you see cracking, its time to replace it.

where is the noise coming from?

If it's the engine compartment then;
It sounds like a loose fan or serpentine belt. You will want to get that fixed right away, if the belt is loose it will not allow your alternator to charge your battery.

Yup, sounds like a belt to me. Get it checked. If a timing belt goes, you're in deep doo doo.

I think you have a slack drive belt on the engine.

please DO NOT spray tire shine or WD 40 on your belt... get some belt dressing from your local auto parts store and apply that or replace the belt,also have your pulleys checked....
