This is iron on tape to repair tears. You would apply it on the underside. Problem is you will be putting your feet through and possibly dislodging the tape. Also I've found it is not eternal....it comes off after awhile.

If you have access to a good sewing machine, you can tear out the bottom, trim and turn under and restitch, but then you risk the pants being too short.

Trim the fringe and try the tape.

Go to an Arts & Crafts store, or even a Hobby store. There is an adhesive that comes in a small 2 oz. bottle called Fray & Stay. Try that.
