Those above can do the trick, but the best freebie around is Paint.Net, it is a MS Paint Program on Steroids, and can handle most anything as Adobe Photoshop can.. Get it here..

If you're window user, very simple.
open your jpg file in paint, then 'save as' gif.
No download nor install any other program required.

go to 'paint' it's one of the fewer programs most computers have that will let you resave it under a different file.
click on your pic, open with 'paint' then save as a gif.
