Not all hot dogs are eaten on a bun. Is it 80%? (I don't know).
But, if they matched the bun-to-hot-dog ratio perfectly, people would soon complain about having extra buns!
We don't need the carbs anyway!

so that you buy 4 packs of hotdogs (10 * 4 = 40) and 5 five packs of hotdog buns (8 * 5 = 40) and it will all be even and the hotdog and hotdog bun industries get more money
