I'd work.
I'm also confused by the question. In the US, I'd say work. Had you wanted a specific PhD to do research or work for the drug companies, why didn't you just do that earlier? If you somehow realized this late after getting through pharm school, I'd still say work and then decide if you want to give up a 6 figure salary to go back to school.
If in, say, Canada, where you can be a pharmacist with just a bachelors, I'd go back to school. The increased income makes it worth it.

Odd question!
In the USA all pharmacist graduates receive a Doctor of Pharmacy, so what higher education would they be getting?
Unless they are going to change to some other profession, such as law or medicine, they are already at the most educated level they can get to.
