I would look for the plan that has the most "evening and weekend" free time. Free is generally anywhere in the world, but it pays to ask specifically. Also, be sure to ask about the evening time whether that applies to the time zone of the caller or the number called. Once you are clear when the free time is, plan to make all your calls to the Philippines during that time.

I ran up a huge bill when I first came to the Philippines with AT&T and their international plan. It cost me about $5 to download a single webpage. LOL You can call any number in the USA for unlimited calls using Skype for $5.95 a month. Some prefer Magic Jack but you have to buy hardware for that Skype is the easy way. Some use vonage, I wouldn't.
