I use blogger.com. I think it is the best. But if you use MSN on a regular bases and would like your friends to be notified automatically after you have updated your blog, then you should probably consider MSN Live Space

Okay. So for a blog type thing, try xanga.com, blogger.com, or livejournal.com
I would highly recommend xanga, though, because making and installing a layout on xanga is much easier than blogger or livejournal. if you are a really experienced layout-maker, i suppose that wouldn't pose a problem.
i would advise against a myspace, since it's basically just a social site, and no one would really read about Webkinz on a myspace...
as for a WEBSITE website, if you're a kid, I'd try MatMice.com
I used to have a matmice hompage as a little middle schooler.
if you're looking for more of a professional type of page, i'd try freewebsitehosting.com (the URL tends to be realy long and no one would ever really bother remembering it), bravenet.com, or my favorite, freewebs.com

look through your options, there are many out there.
But many "free" logs or sites, have preformed layouts which offer pretty bad looking colors and options.
as they say .... "you get what you pay for."
