What makes people DO and other Don't??

What makes people do things Like that guy is NY that saved that kid from the train, what makes people just stand back and watch? What makes us react or not react...I suppose that is the question.

one must do what they believe is the right thing to do. there are times when in a crowd they know something needs to be done and many leave it up to someone else to perform the act. many times there are more followers than leaders.
