Get rich parents who know people and can basically do it for them. Or take it to an invention submission company. Just google "invention submission" and there's a whole list of companies that are looking to rip you off for your ideas.

If you came up with an idea that's good these guys would probably be interested. But even if it's not good they still send you a nice beginner's invention kit for free.

Depending on the type of invention, you may want to set up a booth at a trade fair / trade show in the industry he is targeting. For instance, if it is a toy, then there is a toy fair trade show in New York.

Chicago has a lot of trade shows as well.
