Help e 100 scooter?

I was riding my scooter then all of a sudden it stopped running (the batter was fully charged). Whenever I tried to run it would make a sound like eeeeeeeeee (Belt Is Ok). What happened and how can I FIx It.

SOUNDS LIKE THE RINGS SIEZED ON THE PISTON,A QUICK COMPRESSION CHECK WILL TELL IF DAMAGE IS INTERNAL......

Check the oil.
