Are you referring to dogs when you say Mutts? If so, then you want a picture of their leader on it, (the leader is a fire hydrant) and if you're wondering why I call it their leader, it's because dogs always lift their leg and salute it. If you're not talking about dogs, then I guess I'm barking up the wrong tree!

It should be red, white and blue, it should have 50 white stars in a blue background. It should have 13 stripes, alternating red and white.
