Add some salt to the water. In a pinch (no pun intended) you can use a little table salt (iodine, not sea salt), instead of the aquarium kind. Use 1/2 tsp per 10 gallons of water.
This will help with gill movement and assist with the natural development of the slime coat.

Here's what i did for mine, and he revived within 5 minutes:
1. grind up a multivitamin. He'll need the entire freaking alphabet (i just used A,B,C, and D though) dump that thing in there. mix it up good.
2. oxygenate the water after putting a tiny bit of salt in. use an air pump, or a straw.
3. replace the water if it's dirty, then repeat above steps unitl Mr. Betta is swimming and happy.
If he dies, you have my consolation. Bettas are very cool fish.
