i need to know where i can buy electronic starting equipment for a swimming gala either you speak into or have a recored message(take your marks)

You may want to rethink your request, if you are actually starting competitive swimmers. There is lots more that a starter does in addition to saying 'take your mark' to achieve a fair start.
Perhaps you should consider contacting a local swim club to find out if one or more of their officials, who are experienced starters, would be willing to help you. You may end up with a better outcome.

For a swimming gala, Alot of equipment is needed.
Starting equipment is just one of the things that you need.
Also I expect it is very expensive.
My advise would be to go to your local competitive swimming pool and ask them.

If the place has a preexisting sound system you could simply wire a regular microphone and use a starting pistol. Otherwise, http://www.recreonics.com/fyi/colorado_start.htm system is one that I have seen used many times.
