That's a hard question for me to answer with the addition of it being the UK. In the US, the answer is yes. Any porn with someone pretending to be a child and having sex is illegal or in erotic enough conditions to be roughly the same and that includes animated works. It was a special law passed about ten years ago and does not rely on traditional law built up over the years.

If you have heard of such a thing in the UK, then the answer is yes. Lolicon manga definitely would qualify as depicting children in sexual or erotic conditions. However, I believe the old law in the UK from the 70's (20 years before ours) only deals with real people, not artwork. And I don't think that's been altered. So I'll say the answer is no, it is not illegal in the UK and you'll have to confront him with the idea you find this to be a disgusting aspect of him and are horrified to learn it of him. And that, perhaps, it changes many things for you, vis-a-vis him. (I take it that is your position.)

Legal status in the United Kingdom

The Protection of Children Act 1978 made it an offense to take, make, distribute or show "indecent" photographs of real children, and was later amended to include possession. At the time, a child was considered to be anyone under the age of sixteen years, although this was raised to eighteen years in 2003. Its purpose was to attempt to prevent abuse towards children during the creation of the photographs.

Non-photographic images have never been proscribed by the Act, and on the 23 November 2006, Vernon Coaker, the Parliamentary Under-Secretary of State for the Home Department, stated that "Although cartoons depicting child abuse are deeply offensive, they do not in themselves constitute abuse of a child. The 1978 Act is well understood by those who work with it and enforce it and there are substantial arguments against extending its scope to cover cartoons of child pornography." [20]

Despite this, by 13 December 2006, the UK Home Secretary, John Reid, had announced that the Cabinet was discussing how to ban computer-generated images of child abuse — including cartoons and graphic illustrations of abuse — after pressure from children's charitie

I do not think prom is illegal...unless it involves children. Not sure what "lolikon pron:" is though. And as far as pron, it's just a man thing...and maybe you could benefit from it (if you know what I mean) :)

I am sure there are no laws about lolikon pron. I think you should confront him and ask him how he dare download something that no one understands.
