You see some clear stuff and black dots have been forming at the bottom of our tank. and ever since that started, all of our fish including a frog have died except for our silver dollar fish.

So we decided to get new water in there, new gravel, and a new filter. But what I need to know is do we need a new wheel for the new water? will it take whatever is wrong with the old water to the new water if we use the old wheel? thanks if anybody knows.

Well it seems that it is bacteria from food or something thats on the bottom of the tank. But none of the fish died for like over a year than a month ago 8 of our 9 fish died just like that. Its like they got a disease. Their sides were deterioting.

But I believe it is the bio wheel that I am talking about.

Well I can't just wait and see. All I know is that the last 3 fish died each of the last 3-5 days so I don't want to wait and then the silver dollar dies too. somethings wrong with that water/

Get a whisper filter and rinse your new gravel real good don't replace more than half the water as far as that goes don't replace the gravel either just get a suction tube and clean it,replacing changes your whole pH level and that's bad for the fish you have

You need to first consider if the first tank was properly cycled and if the water conditions were right for the fish you had. I suggest cleaning and rinsing everything old really well and cycling the tank for a week or so before buying new fish. One way to cycle that might also let you know if your water is killing fish is to buy one or two cheap goldfish (feeder fish not the fancies) and just having them in your tank for awhile. These fish are hardy so if they die, you probably do need a new system. When you're done with the fish if you don't want to keep them for good, pass them on to a child that you know or a nearby preschool. Hope this helped some.

-Cycling is when you let your tank run for 1-2 weeks without fish so that the nitrates and other things in the water balance out so that the fish can thrive. The above method with the goldfish was told to me at a pet store. Its quicker than no fish because the goldfish is eating and pooping in the water.

You need to get a test kit for ammonia, nitrites, and nitrates. Your fish were probably poisoned by poor water quality. With a new filter you will start the cycle of the tank over and probably lose more fish. SIlver dollars get the size of a small plate, I hope you have a really large tank for them.
Look up an article about tank cycling.

I assume you are talking about a Bio wheel from a Penguin closed or open filter. These black dots... sounds like broken up media to me. If that leaked out of your filter it can toxify the water. The wheel (If you are talking about the bio wheel) should not be replaced for this issue. It actually carries good bacteria on it. You should only replace it if it rips and can no longer support the agitation of the water's filter. I would suggest checking your filter media bag. Sounds like there is a rip in the bag.
