Since you mentioned scholarships, I'm going to assume that money is at least somewhat of a concern for you. With this in mind, I'm going to suggest that you start off at a community college. There's a few in the Houston area, most notable is Houston Community College. Being an HCC student, I've had to look at the course catalog a few times and I know they offer many types of art and graphic design courses. What's great about community college is the classes are cheaper than at a major university, so you're going to save money there too.

If you really want to start at a university, the main one here is University of Houston. I have a friend who is attending classes at U of H and he seems to enjoy the school. From what I'm aware of, they also have a nice variety of photography and graphic design courses. I do believe they offer a photography major as well.

Just a tip: when you start applying for scholarships, take a look at www.fastweb.com. They have everything set up to where you can receive information about scholarships specifically tailored to your interests(in this case, photography and art).

You're doing good to start applying for scholarships now. Now all you have to do is finish strong in high school. I hope I was helpful, and best of luck to you!

Rice University is in Houston and is top notch, but expensive. U of Houston is another good option, as someone else mentioned. The Univ of Texas at Austin (UT) is a cut above U of H, is affordable, and has a great art department. It's not in Houston, but UT has better recognition.
