Well its perfectly normal for a mans eye to be caught if a girl flashes up her skirt either purposely or by accident the same as its hard not to look at a girls boobs as you're talking to them. Its how our species survives. If men didnt have these desires lets face it we'd be far too lazy to want to have sex (if it was a pleasure)
The problem is when men go around with secret cameras etc. Then you have to start worrying!

No. It's normal to look at people, especially people of the opposite sex. But it's abnormal (in the sense of being against societal taboos) to specifically attempt to see the part of the body/clothes that are intentionally hidden.
