All depends on how you both connect to the internet, is it a pc shared connection, or via a router

Most Wireless routers have something called 'rate control' or 'bandwidth limits' that can be set for a specific PC or for all PC's connecting via wireless.

See for example, Vigor2800 specs ("Wireless Rate Control allows you to limit the wireless rate that a particular wireless client can use .. ")

Dig out your wireless router manual and see what options you have ...
