Anemone are not required for clown fish. IF you want multiple clowns then you have to introduce them to your tank together. Just about any Anemone will require very good lighting and a very established tank that is at least 6 months old. Unless that aquarium holds 8 t5's under that hood then it will not work for keeping Anemone or Coral. For a starter salt water tank for keeping Fish only, you will need The following Aquarium (a bag just wont do) Marine salt (I like the instant ocean) Hydrometer (for testing the specific gravity or salinity of the water) Bucket for mixing salt into water. Marine Buffer ( a white powder stuff for safely increasing PH to 8.3) Heater (Absolutely needs to be an adjustable one) Live rock if you want a reef tank. (about 1.5 lb per gallon. cheap is $2-3/lb and good rock is $7-$9/lb. This creates a nice bio filter) Live sand (a lot like the rock, it's expensive and comes from dead coral) Massive Lighting if you want a reef tank. (a minimum of 4 watts per gallon and a mix of 10k and acitinic) Although live rock is the salt water tank's best source of bio filtering, It is not really needed for a fish only tank to house a few clowns and such. If you want Anemone and/or Coral then you will need alot of this rock. The Anemone requires the rock so that it can find it a place that it wants to call home and anchor down at. Most things that would be in a reef tank such as your Anemones and Corals require near prestine water conditions so a good filter is needed. Either an exceptional mechanical filter or a 3 stage filter (Sponge for removing large debris, bio balls and ceramic rings to house bacteria, and carbon chamber). Anouther thing i forgot to mention is that you need a submersable pump. If you have any type of filter that pours water into the tank such as a hang over the back filter it will cause water splashing that will result in major salt creep. You dont want anything that makes your water splash around so everything really needs to be fully submersed. I don't know a whole lot about salt water filters since my tank is a nanocube that has all this stuff built into it. In a 40 gallon tank, I would have to have a sump to control alot of filtering. This is a good place to keep live rock in a fish only tank so that it can be out of sight if that is what you want. It's purpose to be bio filtering.
