Its intentional like Pavlovian dogs:

Since your package is in transit it is more important than the delivery. That is to say you want it or worry why is it taking so long. This gets your mind flowing and hoping that the package is there.

No they also get to know your schedule so they can just miss you now you are going to have to call them and speak to the rep and you mUst have the tracking number. Now the stress is really rocking the carrier is in transit to the home location and you must come and pick it up however you can't get it to night because its on the truck. Then you arrive to get your package the following day and they can not find it. Finally you file a claim on the item or items and they have found it at the office it was obstructed by another larger package.

You go to pick it up and it is broken.

Then you file another complaint.

because the mail service is rubbish! they are essentially delivering your letters a day later by not getting them to you before you get to work, as, by the time you get home you can't respond to the letters until the next day!
