I know in Pennsylvania you have to have a special work permit through the department of labor to get a job if you are under 16. It is finanically based, so if your family makes over a certain amount of money, you're out of luck.

The jobs you can get are limited because a lot of places don't like hiring teenagers, period. There are a lot of laws dealing with how many hours someone under 18 can work and what type of work he or she can do. Some employers just don't like to deal with it.

Advice to find a job: Ask around. People you know might know of some places that will hire a younger teenager. Go to the guidance counselor at school. He or she might be able to give you some leads. Otherwise, teenagers always have been able to do odd jobs around the neighborhood: delivering newspapers, babysitting, shoveling snow, cutting grass, etc.
