Temperature is somewhat a measure of energy. The particles in your body move at a certain speed and have a certain potentioal energy due to their locations. In a system (an object or two, etc), the sytem will try to reach thermal equilibrium (an even temperature for evertything in the system). So what happens is when you step outside, some of the energy from you is transferred to the air around you (Heat is the transfer of energy). You have less so your temperature decreases.

That's a fairly simplified way, but for the most part it works.

You body temperature will cool down if you are working out side in the sun and then move to a cool place in the shade. The other way is that a nice strong breeze has come along and your body temperature dropped a little. Both or caused by the sweet on your body to cool you down.

I think I know what youre talking about, but if not, I have a answer anyways. Like, youre so hot, youre cold. It happens with me and boiling water. Stick you hand in a pot of boiling water, its hot, but after 2 seconds, its freezing, but actually burning. Its that way because the temperature is too high for your nerves to adjust to it so it goes on cold for a little bit, but then goes on to hot when your nerves adjust to it and send a signal to your brain telling you that its hot.

Heat is actually energy being transferred. So, therefore, heat causes you to be cold. It's weird but it's true.

I am not sure if I get the question, but it might be because even if air is warm, if it is very dry, it can feel cool on your skin. That is because the dry air is evaporating moisture from the skin, and that makes you feel cool.

well, sweat cools the body down if it gets hot, i'm not sure if that's the kind of answer you're looking for.
