Engage in free trade with countries that have no minimum wage, labor laws, or environmental regulations. Export/outsource every job possible. Pass legislation which allows employers to hire people without benefits, say for 30 hours per week. Pollute their air and water to the point where they have to pay for bottled water. Keep health care privatized/limit # of medical schools so that costs continue to increase on expenses such as these which all people are faced with. Increase minimum wage slower than the rate of inflation. Lower the capital gains tax so that wealthy investors can buy more houses, thus raising the cost of housing. Underfund public education so that their children will be dumber and with less opportunity. Allow millions of illegal immigrants and drug dealers into your country so that your uneducated citizens cannot find employment and spend what little money they do have on illegal drugs and legal alcohol. Ok, now open your eyes and look around, welcome to the United States of America!

Take away their hope and opportunity of it ever getting easier for them to climb their way out of the hole they're in.
Giving money doesn't make a person less poor. Giving them opportunities and guidance does.

Limit their options / chances of having an improved life. Take away all hope from a person and they will not strive to better themselves.

Raise the perception of ones standard of living/quality of life or just have them buy a computer and figure it out.

Convince them that the government will give them enough to live on, whether or not they ever have anything productive to offer society.

Take away what little they have - through taxes, through raising taxes on their employers and their employers' consumers, through price floors on labor.....

why would anyone want to discourage the already discouraged? why take away from those who have nearly nothing? not to say that taking from those who have should be right either... people should generously give to those less fortunate.
