Yahoo geocities allows you to build pretty simple pages. You can also build a blog and do the whole 360 thing on Yahoo!...

You can also build free websites with something like freewebs

But all in all it depends on what you are building a website for.

If you just want to publish a few photos and a bit about yourself geocities, or maybe better still myspace, would probably be favorite.

If you want to keep the world informed of your existence and thoughts you'd be better building a 'blog - you can set one up easly, quickly and free with Google's Blogger which I find dead easy to use - not a big learning curve. Or with WordPress which is a pretty user friendly interface for blogging. These are good ways to have your own web 'page' with an easy way to add to it on a regular basis.

Most of the free web site options are a bit 'crummy' in one way or another, though. So, if you intend to put some effort in and actually make a decent site -- especially if you hope to promote a small business or even yourself -- then it is much better to go for a low cost web host which provides a cPanel interface, and set this up with your own domain name.

You can buy a decent domain for less than $10/£5 (yearly) and find hosting for a substantial and good looking site (indeed multiple sites if you feel inclined) for as little as, say, $5/£2.50 a month...peanuts... but potentially with all the 'bells and whistles' as far as you want to go.
