how could you find out which strip of tape, the one pulled off the desk or the one pulled off the back of the other tape, is positively charged?

Ignore what the other answer said about magnets. No relation to electric charge. Otherwise, that approach is about the only way. How do you know? Look up what happens when you rub rubber with silk.

Find a negatively charged magnet, or something you know to be negatively charged. Then 1 at a time, hold the tape by it. The one that is positively charged will be drawn to the magnet, while the negatively charged tape will be repelled (or at the least stay where you're holding it).
