You haven't provided enough details to fully troubleshoot the problem. To start, try checking for background processes running on the system. You can use (all three keys) to launch the task manager and then switch to the 'processes' tab. Sort this by clicking the 'CPU' column and see if you have anything running that shouldn't be running. It really sounds like you have a virus or some other sort of malware/adware running on your box consuming most of your processing power. If that is the case, then you're going to need to look at cleaning up the system which is beyond a simple response. If the system is so hopeless that it prevents installation of the common anti-virus or spyware prevention programs, you might be looking at a fresh installation of your operating system.

Try defragmenting your computer. Click on start, click on accessories, click on system tools, click on defrag disc. You can schedule your computer to do this every evening, I use 3 AM. Also use the disc cleanup. This will eliminate unnecessary temporary Internet files. This should take care of your problem.
