England was in charge of the colonies until the Indepence War, some governors were sent over from England.

is your question who? your answer would probably be better served under the history category in case you seek more informed answers. but i do believe the colonies themselves were governed independently from each other by chartered governors from england, up until prior to the revolution, where i believe (but i could be wrong) were either elected within the colonies, or were native colonials who were appointed and backed by the king.
