oh yes. Especially in a mountainous area.

I remember sitting at an overlook up on the Blue Ridge Mountains in Virginia and the fog was blowing up the mountain over my head and through the forest behind me.

It was blowing at quite a nice speed too.

Yes it can but it depends on the type of fog. Radiation fog will not form in anything but very light winds but fog on hills and mountains, which is really low cloud, can have gales blowing through it.

depends on the wind. id say up to about 5mph it could still be foggy
