I Click the lock button but I can not figure out how to arm it. It never makes the arming noise and the red light on the mirror does not flash. What do I have to do?

Probably don't have an alarm. Alarms are not standard on 3 series. Although I think they should be.
CMiller...you obviously have never owned a BMW. If you did you wouldn't make such a idiotic remark.

3 series including x3 and z4 do not come standard from the factory with an alarm, it is a dealer installed option. That could be your problem.
If you have any other series, the alarm is standard, if it's not arming, take it to a dealer for repair.

You may not have an alarm. I had the dealer program my car to flash the lights when I lock/unlock the car, but it doesn't chirp because it doesn't have an alarm.

Why did you get a BMW in the first place. Those cars are really bad. BMW stands for break my window. If I was you i would return it and get a Dodge Charger.
