The house next to me is rented to trashy people and the owner doesn't care that they are annoying their neighbors.

buy the house yourself and only rent it out to nice people.
that is the best solution. go directly to the neighbors and make friends with them to try to change their behavior. deal with them and not the landlord.

Been there and done that. We had renters that sucked but never knew they sucked because we were out of state. We rented to close friends of close friends so we never had any idea that they were nasty, stupid and lazy. It became clear to us that something was up when they gave their notice. We asked for current digital photos of the house so we could get the house rerented through the military network. As soon as the photo's came via e-mail we knew that they sucked. Once we got back in state to flip the house for the new renters it bacame even more clear how horrible things were. We kept their deposit and charged them another $2k for damages. The list of what they did is too long to include. Most landlords in good neighborhoods try to be good neighbors even with their renters. If the owner of this house knows what is going on, they are real losers. If they don't know, try mailing a letter to them outlining what is going on and asking them to take action from there point. You can get theirmailing address from the city or county tax records, these are public records. Next, depending on what your renter neighbors are doing, start calling the police or the city code enforcement office. Most cities have laws for loud music, parking on the grass, cars parked going in the wrong direction on the street and so forth. If there are numerous people living in the house you may be able to get them for having too many non-family memebers residing in the home. It is a zoning thing. If they have pets that annoy you start calling animal control, they could be in violations there also. So basically, try to fix things with the owner if you have't tried already. If you have and they tell you to go jump off a bridge then take legal action with all avenues that you can think of to get these people straightened up or out of your neighborhood. Hope this helps.

That can happen anywhere and isn't limited to renters. On the bright side, be glad they're renting. They may not be around long. The best way to try to protect yourself from trashy neighbors is to buy in a private neighborhood with covenants. They will rules in place to try to keep the neighborhood up.

people who bought houses for investment are not investing much even if they are renting it out.
since the taxes when up the owners try to rent out their houses ot appartments untill they can sell it, so atleast their taxes would be paid.
i know some owner who bought an appartment and lost about $100,000 because right after all the prices droped, he doesnt care for the appartment anymore, just wants his money

Check your city ordinances for nuisance laws. Overgrown weeds, too many cars parked in the front-yard, etc. might be cause for a citation, and force the owner to do something about it.

Other noise, and disturbing the peace ordinances are quite common, too. In some cities the law will go after the landlord if too many complaints are filed.

Do you have the resources to "buy him out"? You could consider that, too.

i dont think it matters who they are renting it to. As long as they are getting money that's all that matters to the landlord. :-)
