Philosophy is theory, to end evil will take action; unpalatable action at that.
Mankind has a natural tendency towards hedonism, complacency and destruction. It would be good to work for your fellow man and strive to banish suffering, but a bit of an headache isn't it? better to go out every night and get blind drunk - a lot more fun.
Philosophy can, and pretty much has, worked out how to banish evil and suffering; but is it right to force the population to implement the necessary changes? (they will not like them).
Get a teaching system highly steeped in philosophical training; change the mind-set of modern societies.

How do you know it doesn't?

Your question begs the question of whether or not philosophy really is a force for goodness. Philosophy can be used for all sorts of purposes; the Nazis used Nietzsche to justify their own policies, or at any rate thought that they managed to. Neo-conservative politicians in the USA have used certain arguments by the philosopher Robert Nozick to justify lowering taxes for the rich while at the same time reducing benefits for the poor.

Philosophy is not necessarily a force for goodness, although I personally believe that those philosophers who strive for clarity and truth do more good than harm (not all philosophers strive for clarity).

Philosophy does strive to end evil by teaching humanity its basic principles- the existence of God, existence of the Soul and the truth. If you believe in these three, then everything should come to perfection of good, but how come it never does happen no matter how we strive at that end? No matter how the intellect meddle in one's decision over an act of good or evil by showing the contrasting outcome or result through our conscience, man, sinful by nature will use his willpower activate the bad intention kinetically. On the other hand, the intellect may succeed showing the better way to go, by doing rightful good.

IF philosophy is a force for goodness then it can and does strive to end evil.

It is not, however, and strives to define the concepts of good and evil; allowing us to draw our own informed conclusions and then choose the most appropriate path.

Who ever claimed philosophy is a force for goodness? For enlightenment maybe, but goodness? Some philosophies don't even admit the concept of goodness, let alone strive for it.
