Do they only add new inventory to the outlet during certain hours on weekdays or do they add more all the time?

I dont' think they really work with a specific time or day but the post it as they get it. Marketing strategy to make you check more often.

All the time, as it comes in, gets checked out, it goes into the outlet.

Totally random. Outlet systems are usually unused returns expect less in Feburary as fewer people usually buy in Feburary.
