Technically I guess it would be the Chrysler Turbine Car. They turned at 45,700 rpm. There were 55 built in 1963 to test the viablility of turbine powered automobiles. I'm not sure if you'd consider that a production car or not. As far as more conventional production cars, the Mazda RX-8 with the Wankel Rotary has a 9,000 rpm redline. The 00-03 Honda S-2000 with the VTEC engine also had a 9,000 rpm redline, so I guess it's a tie. Though I'd imagine the Wankel has more rpm potential.

A Wankel rotary engine. It can rev higher and red line better or higher than any typical piston style engine. This is found on the Mazda RX7 for example.
"Wankel engines also generally have a much higher redline than a reciprocating engine of similar size since the strokes are completed with a rotary motion as opposed to a reciprocating engine which must use connecting rods and a crankshaft to convert reciprocating motion into rotary motion."

The highest reving piston engine in a commonly available US production car I have seen was the Acura RSX Type S which had a 210/201 hp, 2.0L 4cylinder engine that was redlined at 8300rpm. I remember reading that the piston speed of this engine was greater than many full racing engines.

Wankel rotaries have the potential to rev very high, but are restricted to 7,000 to 8,000 rpm as higher decreases their lifespan dramatically. I've seen Honda S-2000s redlined at 10,000 from the factory (in Australia). If you want higher than that, look into motorcycles.
