I'd get a different stroller. Mold is very hard to remove and even spores that the naked eye can't see can cause damage.

I would not risk that. Mold can be dangerous causing serious health problems. Strollers cost next to nothing these days. Invest in a new stroller or visit a resale shop and look for a stroller without mold. Throw that one away. A baby is too delicate to risk to save a few bucks.

Pour undiluted white distilled vinegar into a spray bottle. Vinegar is great at getting rid of mildew, and it also eliminates the bad odor. Spray the vinegar onto the affected areas. Let it sit for several hours, ideally outside in the sun.
Use warm, sudsy water and a rag, to wash it, and hang the garment to dry in a clean, dry place.

I would clean it with vinegar first then one of those new "anywhere" products that are safe around food(and babies) and lastly i would put it out in the sunshine to dry.

Try spraying it with hairspray. You can then remove the hairspray with water.
I know this works on laundry.
GOOD LUCK!!
